Well, that's more or less a rule of thumb and not that important. Worn rubber dampers would impact load change behavior. If you don't feel uncomfortable during the ride, I wouldn't mind.
With 7k miles they are definitely not worn, my be hardened a bit over time.

Some time ago I purchased a used F4i, had only about 33000km on the odometer, and was generally in a good condition, however it wasn't rolling very smoothly as I expected and upon inspection I noticed that the rear sprocket was a bit warped and the chain had a bunch of tight spots. I adjusted the price accordingly and ordered and new chain/sprocket set. When it arrived I proceeded with the change, and when I pulled out the rear sprocket, this is what fell out..
I still find it funny, it was the worst sprocket dampener condition I have ever seen

The previous owner was probably just riding and not caring.
Bearings were good, but as I said the sprocket was quite warped. I got a Vortex chain and sprockets kit, it was purring like a cat
