Yes, part 10 is the one. That uppermost bolt hole is located at the tip of a pretty narrow neck, and a little too much torque applied up there will snap the end right off. The funny thing is I noticed how fragile it looked so I was being careful...who knows, maybe it was over tightened at the factory and already was cracked? Anyway, I'm chalking it up as a learning experience and will have it remedied soon (in the meantime, zip-tie to the rescue!!) - kvdv

The book says use locking agent on the threads. Its not in the service procedure section, its in the general information with the torque specs.

If I'm looking at the manual right, the torque spec is only 23ft lbs. I have non-abs so can't look, but its a bummer it broke and is a $50 part on that Honda parts site.
If you come to a fork in the road, take it!
