It seems the CB1100 will be discontinued in all of Europe (EU) due to the EURO 4 requirements an air/oil-cooled CB can not fulfill. This means all dealers must sell theirs until end of December and all customers must register their machine in 2016.

Basically, air cooled engines and EURO 4 are no contradiction. There are still some of such engines (and bikes) which fulfill EURO 4, but I guess the effort to bring the CB 1100 up to EURO 4 is simply not worth it - from Hondas perspective and how often the CB 1100 is sold in Germany.

No, it isn't - at least not the CB 1100 I own (2013).
But you are right there are some other EURO 4 compatible air cooled engines like the boxer of BMW R nineT or Scrambler.

Maybe its the 2014DLX/EX models that are compliant only...but i cannot imagine that since the engine is identical...
Or maybe they added some emissions rated components to make it compliant, wich could explain why only the EX models suffer from idle issues.
But as you could read in the 2 articles I posted, the CB is euro4 compliant

Here's an interesting article + table showing EU emissions requirements.
Evaporative emissions control has been in place in the US for many years and the CB1100 has this system in place for those CBs sold in the US.
If you are interested in US EPA testing data for motorcycles, you can download a spreadsheet for each year manufacturers submit a model for testing.
US EPA standards for motorcycle emissions are here.
I couldn't find the California emission standards which I think are more stringent than the EPA requirements. I did find somewhere that 16 states have adopted the California air resource board (CARB) emissions requirements but I do know that Massachusetts is one of them.

And will the RS engine be different from the EX engine? I doubt it somehow. Looks like it's good to go in Europe.

No its the same engine, with differences on the inlet and the exhaust.
That's what I've been saying, it already was compliant.
