when you had a car license starting from a certain year, i think that includes all 50+ year olds, or older, you could just buy a hayabusa and ride.
no limitations what so ever in weight, power, cc, etc.
no lessons, no nothing
absolute freedom
facts did prove the worst riders were the older riders, those with no lessons...
and statistics in europe showed an increasing number of fatalities with motorcycles, thats why the new system of a gradual upgrade in power/license.
its an attempt to reduce the fatalities
